I use sicksubmitter with idiot query's web 2.0 ultimate. Even though sick does come with it's own web 2.0 template.
It doesn't create hundreds of mini blogs but what it does create are high quality and it lets me use my own articles so I don't have to use spun crap on these sites. its not too spendy either
~$20 month for sick and ~$8 for IQ after the first time sign up fee

zenblog is cheap and really powerfull - can create many web 2.0 profiles and great looking blogs on best blog platforms. It is really powerfull.

i just bought this template - not sure about it bing "cheap" but i will give it a go
