Any place where you can create a blog for free, for example, wordpress.com is called a "web 2.0".
There you can create a full site.
If you place backlinks there to your main site, that is called "web 2.0 backlinking".
Like any other backlink, this could be useful reputation wise
The only problem is that generally, like any other recently create site in the world, they are 100% isolated, with no authority or reputation at all. Therefore, just creating the 2.0 and sitting on them hoping to have any usefulness is irrational.
You need to execute some extra "tricks" to make them worthy of value, mostly BH techniques that are widely explained in this forum
