I have 8 warning points and 3 warnings. Can it affect me, should I buy VIP even if I have these points?

Warnings do not affect your ability to buy Jr Vip; it would slow you from opening a sales thread until they expire but other than that they do not have an effect.
8 points is pushing the envelope though so you may want to check your posts before making them live (I do that myself often).

You need to read the rules and stop receiving so many warnings...if you respect the rules, there's nothing to fear about

So I will be able to open sales thread after it warnings expires?

One has to be free of any active warnings to open a sales thread and that means you can apply for one once your warning points expire.
