I tried anonymous-proxies.net however their Toronto IPs came up as BC IPs and they kindly refunded me.

Reply with price and website. IPs should be replaceable once a month.

where do you check for the location?

Because the location can vary from site to site because there isn't any method to detect the location, they just assume based on the owner of the IP and also a lot of the ip2location databases are out of date with a few years
