once every 8 months or so my IP is renewed to something new, And I'm always banned here or there because of what the previous IP owner did. Use a VPN or proxy. It's not impossible your entire range got on some sort of blacklist (you can check, google it).

Proxys and VPNs are cheap and plentiful, zero reasons not to use them unless your leaving fingerprints everywhere on purpose.
