VPN, proxies or both??

Hello everyone,
I am still relatively new to IM and will start trying my luck with multiple accounts on Instagram soon. A question about staying under the radar:
Is it enough to use proxies for let's say every 3 accounts or would you recommend purchasing an additional VPN connection?
I don't want to get issues with copyright if I scrape content.... so a VPN is a must I guess?

It's better to have different devices for each account of Instagram.
