Virtual SMS numbers not Working for code Verification, What to do?

Hello,
i wanted to create a Microsoft outlook account, but i asks me to verify my number, i tried using SMS verification services, but after trying 15-20 numbers, it says" We cannot send a text message to this number."
What does it mean? How is Microsoft able to determine whether the number is fake or not?
How to get thru this issue? Please Help.

I want to create a BING ads account, need an UK number for that. I don't live in UK.

yeah bro I know that.. but maximum time there number doesn't give code if try multiple they hold acc ballance although if work then they charge $1 for each codes with same number instead pva verify u can get as many codes u want with same credit .. now I think they r good enough.. but I used to use smspva u know.. now they are not good enough
 
Thanks yeah just needs a couple minutes sometimes at bing & google verifications, works perfect & 1 at a time. :)
