Payoneer not a good option and its can't help you with paypal. few days ago I have added payoneer provided bank account to my paypal account and paypal charged a small amount from payoneer. Verification is ok but the problem is next day paypal removed the bank account and informed me they only accept the bank account with my name not payoneer. That's means payoneer provide default bank account number with their name we are only benificiary. that's all

Paypal US will not work without a VBA unless you fake everything and even then you won't be able to withdraw. But you can try other countries.
