That seems like an option I could use. Does anyone else know something that does not take that much out?

Maybe I can set up a quick .info or something and advertise some service then have a paypal pay now button and send money to my account that way? Or would paypal somehow raise flags with it going directly to my account instead of through a site like elance?

Are you planning to connect this to your Paypal? If so, I would suggest against it.
 
There are several Russian digital currency exchangers out there. Sell your Pay Pal funds to them and they can exchange that money for any other digital currency. That solves the whole Pay Pal issue.

Check out the bitcoin forums. They have tons of ways of getting debit cards and changing out currencies.

Bitcoins is probably the best way for you, just watch out for volatility.
