Hi. I'm gonna start a new youtube channel.
I have heard that YouTube deducts tax for viewers from the united states.
so is it any good to have most viewers from the US?
In doing my keyword research, should I look for keywords that most viewers are from the united states or not?
which country does have the best rpm?

It will give you very high rpm if you get views from USA. Go for it.
 
you will need to pay tax regardless of where your viewers come from, as youtube is a US service.

Which country do you live in?

Of course you should target US audience. If you are a non-US citizen then you need to fill up the form that Google Adsense will ask you fill that will give you relief from paying tax from US views.
