Very polite popup or slide-up for self hosted wordpress

I want users in my site to be able to use to Lite version of my site (not a native app, just feeds directly from web but is an app). Just like the Cookie reminder for BHW site, it won't be annoying. Been looking for plugins but no luck, any line of code that could work? Or suggestions?
