VBulletin vs IPB: Which one is better?

Just doing a survey of which one is better for a community.

Which one will you choose to drive a great community?
Which one is better for custom developing? (well supported)

VBulletin lost a status of high quality and serious platform, it's enough to look webmaster forums and see what opinion about latest versions users have (security problems, to slow, to many queries to render a page, lack of many important features, pricing structure issue, to much bloat - css files about 450kb, getting response after a week on critical issues is not support...).

The biggest forums migrated to Xenforo (digitalpoint for example), and I don't see any reason why would you use vBulletin.

What about phpBB?
