Using footages without getting strike

so I stumbled upon this video: what got my attention is that he's monetized and also using a lot of stock footage and pictures as well as other YouTubers out there who use footage that is not theirs and gets to monetize their video, how's that possible through fair use? I'm kinda new to all of this
