just need a concern about using expried domains, is that only been used for PBN or might be used as Money site directly. For an example, if i found a domain with high on SG,CPC and low on CO, old WBY then may i use it as my money site directly ?.. I m using expireddomains dot net to find the deleted domains.Pls give your suggestions... thank you Blackhat members!

Sadly there is no way to find out if the domain have algorithm penalty. If is manual penalty is easy - you just add it to webmaster tools console and if there is penalty there is message saying why the domain is penalized - and usually did not index at all. However if is algorithm penalty there is no message, just the website doesn't rank quite well..

There is no such a thing such as an algorithmic penalty. What is often referred as an algorithmic penalty is often over-optimization or wrong optimization. Therefore, you can optimize a new site as you wish. If there are a lot of spammy links, however, do not buy the domain. Do not let the metrics trick you!

Semantics. The problem is that you can fix the over optimization in the new website, but there is no guarantee when exactly Google will take this in consideration.. you can wait for months wondering what exactly you are doing wrong and why the website did not rank as it should.

The main reason that expired domains are used, is due to the fact that the expired domain may have a good link footprint, that would save you a ton of time in building those. Without that good link footprint, then there's no difference in using a brand new domain, than the expired one, as both would be the same.
So when scanning through the expired domain, there should be some good indicator that the domain is a good one. For instance, having a high TF>30 would mean that there may be a high PR site that could be linking back to the expired domain. Scan through the domain's link profile, and if there are good links linking to that domain, then you will save money and effort in getting those links, and that domain would be worthwhile to be used as your money site.
I'd personally go for domains that are PA/DA>35, and TF>25, those would be good indicators of a clean domain.

Actually is quite the opposite - expired domain with such metrics is 100% spammed, period - simply because there are no expired domains with such metrics that are not used already.
Also DA / PA, TF, DR are metrics that measure (rather unsuccessful) the "strength" of the backlinks, and have exactly zero correlation with how spammy the domain is. Not to mention that PA and DA are shittiest metrics ever - zero valuable information from retarded, non existing Moz index.
