if we want to use the domain in PBN , there will be lots of backlinks to pages that don't exist anymore. how can we save them?

can we use domain in deferent language in our PBN?
for instance my website is Persian and there is no valuable expired domain in my field. so can I buy English domains? they have same keywords as me but in English.

You can restore the pages from web archive.
For the ones that can't be found on web archive, you can redirect the non existing pages to your homepage to get the link juice.

what if the new website is in another language. can we use old English domains for PBN?

If you have the ability to restore pages then do it. Otherwise if there are a lot of pages, redirect (301) every broken page to your home page. This will save you some link juice.

actually PBN is going to be in different language but domains that I want to buy are English. does it still work? in fact there is no valuable domain related to my niche in my language. so I want to get some EN domains . is this work still effective?

Yes, it does. I've done this to few german expired domains. It may not have the full advantage when compared to restoring pages but it works. If possible try to aim for the domains that are very close to your niche.

Just copy-paste web archive pages and make new posts/pages with the same URL.

I would say u can, but to keep the link juice intact, restore the web archive pages or just redirect all the 404 pages to the homepage.

The domain can quite easily be in another language, as long as its at least part relevant to your site, for best results.

if its in the same niche it should help even if its in another language. of course for direct traffic from those links it probably wont work so well as people who follow from english sites will bounce if they cant read the content. in the eyes of a search engine however, it should still be fine and you can get relevant link juice. as others also mentioned you can either re-create the missing pages with your own content (best solution), or 301 these links to a different page (wouldnt send them all to the index though).
