My URL website was blocked by Facebook, Now I wanted to ask if I would buy a second URL that would lead to the primary URL can I use it on facebook and it won't be blocked?

All links associated with that account will be under scrutiny once your first link is blocked. Best to use a different account, and ip.

But from another account and IP, the second URL of the website I will buy will not be blocked?

If you know why first URL was banned and doing the same thing with second URL, regardless of the fact that you are using different IP or account will again result in a Ban.
