UR is different DR. UR is the rating of a specific URL(not the entire site) while DR is rating for the entire domain rating. They're both Ahrefs specific rating/metrics.
To increase UR of a specific URL you need links from websites with higher rating pointing to that specific URL you intend to increase its UR. While for DR, you need same links pointed to the domain/homepage as well as the entire site.
BTW, I think what you're asking of is how to increase DR. Nevertheless, you have it above.

Websites do not have UR, UR (url rating) is limited to individual urls. It's basically the page-level equivalent of DR (domain rating): https://help.ahrefs.com/en/articles/72658-what-is-url-rating-ur
As they're both entirely link-based metrics, to increase UR you need links from other pages with preferably high UR scores.

get backlinks from authoritative sites (related to your niche) and create quality content. Also make sure that your website has good user experience (like loading speed, mobile optimised, etc.)
