another approach i saw people took in the past is if their home country is blacklisted (not blacklisted actually but Upwork has some country-specific issue) then manage a residential IP from other whitlisted country and apply for Upwork account, when you are accepted, change your address to your home country before you start actually bidding. I don't know what's the caveat on this approach but I have seen people went this route for Upwork account approval in case their country was unwanted by Upwork.
