I recently created a freelancer account for my agency. Paid $10 for premium registration and it was live the same minute. It also gives u some more credits and ability to view low/med/high offers for any projects. Not very useful for the features if u ask me but at least it gets the account setup instantly

approval on upwork depends on the demand they have! Right now they seem to accept less freelancer as they have many categories saturated!
They are also closing the accounts of inactive freelancers quite frequently.
I work on freelancer.com as graphic designer with 5 start rating, no issues at all there!

I have an upwork account both for client and provider, I do not remember doing anything to be able to provide a service. I do know they had assessment tests you can take, I may have done 1-2 of these, do not really remember. Try taking a few tests.
I have spent a considerable amount of money on that site way back when it was Odesk. They actually had a decent amount of fakers pretending to be proficient in different niches that really had no experience at all and clients would get ripped off. They had friends or someone other than them take software programming tests and they couldn't write any code if there life depended on it, get hired for an hourly gig, clown around and log a few hours and vanish, hard to dispute deliverables when on hourly and they logged only a few hours.. Could say I was learning clients XYZ... They wrote no code and made off with 80-100 bucks..I guess they got strict now.
