Yeah, I got rejected around five times already. What helped me was to create an "employer account", and then to change that account to a freelancer account. They accepted me immediately! I also think that it helps to give an American address...it seems that they are more likely to accept you that way, but I'm not 100% sure.

Don't know if you are still applying OP or managed to figure it out but I wanted to share just in case. I created an account as a writer a week and a half ago and got approved on the first try so they're either accepting more writers now or something. I'm getting around to applying to stuff today.
I suggest putting all your basic specialities like blog writing, copy, b2b, case studies, etc. but then after that I suggest putting some really really niche skill or skills that you have like instagram giveaway management or ecommerce product description writing or something related to some of the marketing skills here. I think they like seeing unique and niche skills since a lot of markets are getting saturated.

I see this post is quite old. But it looks like some people are still having issues.
Here are some tips that might help you:
1. This one is the most important. Make your whole profile connect together. You're in marketing? What kind of marketing? What do you do inside of that marketing? Example: Marketing ---> SMM ---> FB Ads. OR Marketing ---> Copywriting ---> Sales Pages ---> Health Copywriter Who Specializes in Sales Pages.
You need to connect your bio with your headline, background, experience, and everything else.
Let's say that you're new to marketing. Did you work for 6 months selling burgers one time? Job Experience: "Hands on training upselling customers. Doubling sales within 3 months and becoming number 1 blah blah blah. Meeting quotas and this n that."
What about your call center job?
Whatever you've done in the past. Stretch it to fit what you want on Upwork.
This might be morally bad?... Put that you've worked for an agency for X month. Will they verify? Lol. Change it after you're approved.
Bottom line, everything needs to connect. It's like a niche/keyword. Get super specific.
2. If you're going to be a writer on the website. Demonstrate that through your bio. Here's a little tip for writing a bio (goes for proposals too): Make it all about them. Stop talking about yourself. Talk about the benefits.
Maybe even hire someone on Upwork/BHW to write you a bio
(not me though)
3. Like I said above, copywriting IS saturated on Upwork. Maybe try being a transcriber or call center type work (during the approval phase)? You could always try to switch over afterward. If you completed some Upwork tests and came in the top 10% in marketing (there's a handful - IM, Market Research, SMM, etc.) I'm sure you wouldn't have any issues. Even if they did a review.
A little side note. There's nothing wrong with transcribing, being a VA, etc. while you try to get marketing jobs. You might even be able to get more traction to your account starting that way. (Getting reviews/social proof n such...)
