In the beginning, it asked the question as to why I can't PM as a new member. |But i could not find the answer to the question. As a new member, am I able to PM?

I think that you need to have minimum 15 posts at least before you can PM but you can answer to PMs even if you don't have that many posts.

Because you have 6 active warning points. When those expire on August 6th, you'll be able to open a marketplace thread.

The length of the warning points is determined by the moderator who issued the warning, not how many points you have.

As for your question, you want to open a thread to discuss what? If you have a question about the warnings you received, contact the moderators who issued your warnings via PM (don't contact a different moderator; this is considered mod surfing).
