Update Member Downloads Rules!

Member Download rules have not been updated in ages! New amazing hosts came out while others disappeared in the abyss! Sites like the good old https://www.technadu.com/zippyshare-denies-access-uk-visitors/61455/
So here I come with suggestions!

Allow https://mirrorace.com for mirror creating!

Add on supported hosts:

FilesCDN
OBOOM
1fichier
Google Drive
file.io
gofile.io
firefox send
File Dropper
wetransfer

Allow software like, Onion Share 2 or Private File Sender or even Torrents.

Preferably only members with specific perks that are given to them would be allowed to use this kind of software, I think this would go great with my Endorsed Contributor idea *cough* @BassTrackerBoats .

Please add Pcloud too. This is the reason @Festinger made his vault paid.
