Just get 10 cc/vcc, create 10 paypal accts, order the products yourself (by paying to your acct, having the money circulating within your pocket), mark them as product received and get the limits removed. This way you don't have to bother your friends or relatives for this matter. I don't think paypal immediately comes asking for verification id right on the first payment process in a new account. And now since its been already 21 days from the day of OP's post, hope you have tried your way out
