Untargeted Traffic 0,03% CTR!

Good question. Note that CTR's are typically much lower for display network ads than for search network ads. A good CTR (in general) on the search network is around 1-2% where on the display network it can be much lower, especially if you are just buying untargeted traffic.
That being said, you should be able to change your campaigns settings to use keywords so that your ads display on relevant websites. Also, you can choose the websites that your ads display on in your campaign settings. Have you tried manipulating these settings?
Also, review your call to action and other keywords in your banner ad. Are they highly targeted to your audience? Perhaps a more compelling call to action might do the trick. One thing about online advertising is that you must always be testing and tweaking in order to get the best result possible.
