I guess broken link building is you want to do.
I mean, If my site is hacked by someone and not currently any webpages access by me at the same time can i doing any SEO event of the site or not? if am i doing SEO of the site than get the result of that SEO events or not?

What do you mean by hacked? Like it says "this site may be hacked" in Google? Or someone injected pages into the site?
