Unable to verify GMB

I own a kayak tour biz doing snorkeling and fishing and I've tried to get my business visible on google maps, specifically at the location where I meet my guests, a boat ramp at a harbor. I do not have a permanent location/signage, equipment is stored in a storage unit. Kayaks and the truck I tow them in have signage. I've tried a couple video submissions and a video chat call and none worked. Said I can't be verified without permanent signage. Several other similar businesses are visible on google maps at the ramp, and at other harbors throughout my state, even though they also have no permanent signage, presence or, office at their location. Tried to ask the guy on the video chat call how to show up on google maps like the other businesses in the area, but wasn't really able to understand what he was saying as his speech was unintelligible. Google help center has been useless, getting an auto reply stating that they do not understand my issue.

I'd be grateful to know:

Is it possible for me to become visible on google maps at this harbor/boat ramp as the other similar businesses are? How did they do it?

If I can't, would it be best to get verified as a service area business? How should I change my GMB from here?

To fix issues with Google Business Profile (formerly GMB) verification,
ensure your business name, address, and phone number are consistent and
accurate, check for duplicate listings, and make sure your business has
a physical presence if applicable
 
Google’s strict now about physical presence. If you want a pin at the harbor you need permanent signage or an office tied to that address, otherwise every video attempt will fail. The reason you see other operators showing is usually older profiles that slipped through before enforcement got tougher. For a new listing your realistic option is to run it as a service area business and highlight the harbor as your service zone on your site and citations. That way you can still rank locally without risking constant suspensions.
 
You can do a Service Area Business, you can use your home as address and then put your "service area" in your city or the area you're interested in. You can also rent a small office near the area just for the sake of verifying the GMB, don't even connect utilities, put a sign on the door and record the video. That should go through.

Check the address you really want to put your pin, if it doesn't show as a "building" in maps, you're going to have a hard time verifying a business there.

I would recommend you switch your profile to a Service Area Business, that way you can still show up in Maps and local searches without needing permanent signage. Some of those other businesses likely got verified years ago or used temporary signage during the call, but SAB is the safest long-term approach for you.
 
Try verifying as a service area business and set your location as the area you serve, not the storage unit. This usually works better for mobile operations like yours.
 
Consistently posting photos, updates, and reviews on your GMB can improve visibility once verified.
