There is no right or wrong in spinning or not spinning, number of tiers, amount of nodes, types of link
To advise someone properly you would need to know their current website, it's traffic levels, existing links, content quality, competition, niche, purpose, age and many other factos.
THEN AND ONLY THAN
Can you make an informed decision on the type of linking campaign appropriate.
So many times I read strident aggressive remarks like "THIS WORKS" and "THIS DOESN'T" with no qualification of what sort of website, market, compeition or purpose the poster is on about.

Unqualified "generic" advice is a f&cking waste of time.
And anyone who tells you to "do it this way" without knowing your site, its purpose and its competition inside out is an arse hole.
Some sites can use spun content, some better not to. Some can take thousands of trash links, some need hundreds of good ones, others still are best with very few high quality ones.
Sometimes small changes to your sites layout or content can double or triple you income from it, others not so.*
Anyway, best win of the past few weeks was telling a guy to ditch adsense for a dedicated affiliate deal for the product his site was about. Month one his income from the site went from $50 to almost $1000 with just that change and a few tweaks to content. That's not even SEO FFS - that's just common sense and taking the time to understand what the website owner is trying to achieve.
99 times out of 100 here on BHW it's PROFIT that is the main aim. Not visitors, not position in Google (they all help of course) but plain CASH IN THE BANK.
Seen sites with thousands of indexed pages and hundreds of thousands of links make nothing.
Seen sites with 5 pages and 50 links make thousands per month.
If you already have a site - start there and work back - smoothing and optimizing your cash flow. You may find on the way that your sites own structure or content or SEO is stopping you that's when you take action
If you don't have a site - or it's so new and unestablished that you don't care about everything needing reindexing and starting from scratch - then reverse this.
Are you selling affiliate deals? Do you have your own products or services?
In the first you are looking for easy win markets and key words or phrases. You decide on the market based on what you can achieve based on keyword competition and your time/cash budget
In the other, most of your keyword choices are made for you (selling widgets? No point picking innapropriate keywords about dog training or gardening then is there)
In both you sort out your onsite content and optimization first. Get indexed, decide on a linking plan - and follow thorugh - at this point the right way to go will depend on what you are doing, your site and your aims. Generic advice here is normally a complete waste of time.

Yes Xrumer does work, but what's his site? what market is he in? how is he monetizing? and importantly does he come back 3 months later and report on continued success? Or is that the last we hear of the buffoon.
Don't spend 6 months following some twats advice when they have no frikking idea what it is you are even trying to do - only to find out you've wasted hundreds of dollars and hundreds of hours making a site and SEO campaign that no-one and nothing is interested in.
SEO is like any other trade. Measure twice - cut once!

*I've advised people on this forum for years now, I get more PM's a day than I can deal with. Only had one guy ever suggest I gave him a "bum steer" (a couple of years ago, a guy in the financial sector struggling halfway on page 1 for some uber competitive terms - I couldn't get him up that one extra place he needed to double his income. I still feel bad about that today)
