Hello. I'm creating UK accounts with UK Residential IP. Almost all of the accounts are getting suspension after 1 listed item and no one of them can be reinstated.

IP is rotating every second. So every second I'm getting a new IP.

I come to eBay with one IP, registering an account with another IP, verify mobile phone with another IP too. In my opinion, eBay can see that my IP is rotating. Am I right?

So how do you think, may there be a reason for such a huge suspension rate?

I am not entirely certain, but I am under the impression that ebay leaves files in your browser or computer to mark your visit to the site -- so it might be that rotating your IP is basically shooting you in the foot. Might try and get just a dedicated IP/VPN for the ebay endeavor, and make a new account on your computer for the sole purpose of getting on ebay with this. Look into ebay stealth guides/accounts.
 
What items are you listing up? Is it the same one? Is it an expensive item?
 
use a dedicated IP, rotating Ip automatically detected by ebay security, Use A fixed ip forever
 
the problem it's not just in the IP
it's also in your mac address
when eBay suspend your account they put all your informations in their blacklist
use mac changer to change software to change your mac address or a different computer
and make sure to change everything

How does eBay get your MAC address when there is nothing to install from them?

Stop spreading bullshit when you clearly don't know what you are talking about. eBay has no way of knowing your MAC address or any other website for that matter. Dumb people talk about changing their MAC address and then people like you spread this misinformation.
