No - we have direct contacts a twitter - the name needs to be inactive for the last 3 years at least and can't be too generic
We can also verify accounts too if its a well known person or has lots of news articles about them

What if the account is inactive from posting but the account owner still uses it to browse Twitter. Does that still fall under inactive because there is no way to tell this.
