He understood the question entirely... but since he's a blackhat, he looked for a solution, not an opportunity to bitch about the problem ;-).
His solution is viable; buy a cheap domain, set it up for catchall(you can even use Google Apps for this now) and then mass create twitters, then mass validate.
If you're feeling frisky, code a bot to do it
Anywho, it's probably more about validating live and active users than it is about slowing the speed of spam.
