Twitter and App advertising?

Today i saw on twitter this thing:
So basically.
People need to Sign into their Twitter app, they get access to automatically Tweet tweets like this. When you visit this URL, it will redirect you to CPA, CPI and those Content lockers...

Does anyone know how to make something like this?
