It's a textfile with 45k twitter accounts that you can add in tweetattack or any other software, i don't get why that needs a virusscan?

if it was just a txt file to download you would not be required to do a virus total, however with a rar you are required as anything could be inside that folder and most people dont check contents until after its been extracted so always upload a virustotal scan
There's a way to let people follow you without you following them but that's a service you'll have to buy. This is just the way for people who don't have money or want to invest money in this. If I'm right ofc, I'm only here for like 3 days
you can use this in tweetattack/tweetadder or any other software to follow people on twitter, so you imports this list and your twitter account starts to follow them, with the result that they will follow you back.

Working fine. Just copy that url and paste it in new tab. It will load the list. Copy and paste in notepad and save it.
apparently these are users that automatically follow everyone back that follow them.
So you can load this list into tweetattacks and start following these accounts on autopilot... then you just unfollow again after a few days if you care about your follower/following ratio
