Tweet as it doesn't meet our advertising guidelines?

This is first time I set up ads account after adding contacts details I press promote , one of my tweets I got this message.

We couldn't create your promotion with this Tweet as it doesn't meet our advertising guidelines

I admit since I was a kind noob in social media advertising I tried to promote another tweet before this which contains links to copyright materials,
The first tweet toke some time to get review like 5 minutes, but the second tweet promote were dropped immediately, even it was from my original work.
So what's this means is I banned from Twitters ads, or they just banned me from promoting tweets with links on it ?

try promoting a tweet with no links as a test, then you will know

It's matter how old is account, never head problem like that. just try to work with old accounts

Sadly, looks like the account were suspended.

All my old accounts were suspended, so I had to start new one using Twitter app.

You need a high-level VIP to advertise, if I remember correctly
