I don't know what FTP program you're using but there's 2 "Transfer Modes" Ascii and Binary which you can set in any FTP program. Usually there's an "Auto" setting but not all of them have it set right for a .htaccess file.
Check your options in your FTP program, unless you're using a web interface which then your problem is the permissions on the .htaccess are not set to 755/read OR you have a an error in the htaccess file.
You are probably now extremely confused. If yes then paste your HTACCESS code into a message so I can see if it's formated properly.
ascii mode means text mode , u have ascii(text) mode, binary mode,
auto mode. select ascii mode because it does not introduce any
unwanted charecters like puncuations , line breaks ... etc.
