If you're going to concentrate on content structure at the start, make sure to combine both intent, and keyword research to get the full picture. Are you going for buyers, or to inform, and so on? If going for intent, how do you have a rough idea as to how many visitors the queries you are focusing on will attract? Easier keywords with a definite volume of searches per month will help answer both questions.
As in the 'old days,' the classic calculation was, if you selected 5 keywords that each have 1,000 monthly searches, and get all of them to the top of page one, that could translate to 20%, from which you could project from a possible 5,000 visitor universe, you'd get actual 1,000 visitors to your site. Just knowing the right search queries to address would not give you a basis to make a rough traffic projection.
