Trouble with getting my Tier 1 indexed

So first off I'm using different web 2.0 for my Tier 1 backlinks. Each one of them have unique articles of about 300 words. I've created 10 Tier 2 for every single Tier 1 link, and also 10 bookmarks for each Tier 1.
I've boosted all of the Tier 2 links with about 50-100 Tier 3 blog comments each.

It's now been a week and only the one of the Tier 1 has been indexed. I have tried using scrapebox rapid indexer tool with about five different list on this forum + scrapebox own 2k list.
So I basically wonder if there is something I'm doing wrong or if there is another good free way to get my tier 1 indexed.
 
I think google is busy in their Post-Panda Updates. Lots of Serps Shuffling is being notice. I been also witnessing very slow indexing of my tier 1 sites. only 10 out of 200 were index even using a fast indexing tool.
 
Create some blogspot posts. Each post contain 10 naked urls. you'll see :)
Do you mean that I should use blogspot as one of my tier 1? Or do you mean that I should create blogspot posts that links to my other tier 1?
 
I was having trouble to get them index but i had to use no hands seo to index but so far no good
 
Social sharing will cover this problem although 300 words isnt really an article :-)
