Translating Someones work into Different Language Allowed

I want to find some good articles on my Niche and translate it into a different language and use it for SEO purposes to rank for foreign SEO market (European country). Am I allowed to do this? Will google hit with duplicate content, will I have copyright issues from authors?

Possibly, highly, highly, unlikely, but a possibility.

It boils down to your risk aversion, what type of risk are you willing to take? I've copied articles from sites, kept them in the same language, and eventually outranked the original content. I knew there was a risk of a copyright claim, but I was comfortable with that risk. Getting hit with a copyright claim can potentially scuttle your entire site, prepared for that? Assess your comfort level and make the decision.

so if you translate whole article it will have a lot of errors that you need to go through manually

That isn't how duplicate content penalties work.

Completely valid tactic and used commonly since ages. Also, if the content is rewritten and not just blindly translated, then it's very questionable whether it even breaks copyright laws. It's a bit of a grey zone, but definitely go for it.
