One thing I have learnt is that very often the top traffic source depends on these factors:
  • No one source is the top for every offer
  • All sources are viable at some level of return (volume is the limiting factor)
  • Understand how to optimise the subids in these traffic sources quickly
  • To speed up your time to ROI, use your account manager (tell them its CPA, tell them that brand awareness traffic is not required, they will cut out a chunk of traffic)
  • Create layered monetisation methods to recoup as much ad spend that did not convert as possible
 
If you use Native, be ready to invest $2-$3k minimum just for testing purposes to gather data. Pop up ads may be worth a shot and Facebook Ads for your budget.

I'd suggest you trying native advertising networks. They can work on CPC optimizing it towards your CPA goals. The big plus of using CPC is a rich targeting options selection that you won't get using CPA.
Which exactly to choose is up to you and your budget.

You can also try few DSP and buy the traffic on CPC. Try and pick up one which allow you to do remarketing so that you can use that audience for another offer as well. Thanks
