Depends on the percantage, and therefore, the word count of your homepage.

In my experience most people seem to REALLY over stuff keywords. I've been guilty in the past of this, and am not in favor of seeing what the high ranking competition does and sit at that level or slightly less.

    meta+url(domain)+title
You've neglected the other two parts.

I don't know of any data that frames the issue of LSI 'stuffing' per-se, most concern over over-optimizing for keywords is focused on the keywords you're trying to rank for. It's an interesting thought though, and I'd love to hear someone with some actual data weigh in.

    To expand the question perhaps:

If I have a page that is, we'll say perfectly optimized for my money keyword—avoiding any and all penalties for over-frequent usage, but I have a tremendous amount of LSI links on that pages.

    As an explicit example:

On my page I have, for the keyword 'fastest wakeboards', a link with exact match anchor text, and two links with partial matches—'fastest wakeboards for salt water', and 'fastest wakeboards available under $200'.

In addition, what I'm calling LSI links, are words and phrases I've decided upon after some brief language processing— 'smooth wakeboard waxes', 'quality wakeboard harnesses', wakeboard boots', and 'fastest wakeboard boats'

For each of these phrases I have gone overboard, and created 3 links per LSI Keyword, giving me a total of 12 LSI Keywords, 3 money keywords, with a total of 15 links.

So, the question is; can you over-optimize you page for your actual keyword links by over-optimizing links with related anchor text? (assuming you've no penalty for overall number of links on page)

My guess would be no, don't worry about it—but I don't have any data to back that up.

NOTE: I know f*ck all about wakeboarding, so forgive my use of—almost certainly—ridiculous LSI phrases

    EDIT:

I re-read your question and realized that your concern is more with your meta-description than actual on-page usage. I would say less is more when it comes to your meta description, but I doubt you'd be able to really 'stuff' that many keywords into such a short space without making it sound nonsensical.

You can't just compile the descript and leave the url / title blank? lol.
