The fact that a keyword exists and has many searches does not mean that the keyword is an "action" keyword. Your keyword selection should take into consideration what the intent of the searcher is. Do they seek information, or a product/service?
Ipad gets plenty of searches, but what are the people actually searching for when they search? To by an ipad? Probably not. They may be seeking support, software, general information, specifications, or any number of things.
Any time you see a keyword with many searches and low competition ask your self why? Is it because the keyword doesn't make money, or because you found a undiscovered gem?
Gems are rare. This is why people target long tails.
