Right, I think the title of the article goes a bit overboard, but the overall message is that Google is not relying on anchor text as a signal as much anymore. I don't think anchor text will ever go away as part of their algo, but it surely has gotten diminished in value.
So have many things in the past, yet the smart ones keep ranking fine anyway. It's not about a change of mindset, merely a change of tactics. The mindset will still be the same, game Google for traffic and cash in.
