Is Tier Link Building is still effective? and It's ok to create tier links?

Sure, done right it still works well. When you say "still" not sure when you are comparing this. But not as straightforward as setting and forgetting as 5 or 6 years ago definitely.

I mean the effect it used to have earlier is still there or not, all in all is it worth to create tier link building in 2023

You shouldn't rely on tiering as your ONLY approach to link building, but yes it's still useful in many areas. Try to think 'outside of the box', and don't just rely on the classic pyramid structure - not all of your links need tiering.
