If I bought fresh domains to build my PBN, what would be the best way to give these sites some juice?
I'm planning on building web 2.0s, social signals, and paid guest postings.
What are other links that I should build?

Using fresh domains as PBNs does not make any sense from any point of view. Not link juice wise, not safety wise and not even budget wise.
Every one in a while, meaning, once a week, exactly this kind of thread shows up. And it's a terrible idea.
Entire point o PBNs is to use the power and the age of the backlinks pointing to a PBN site. So let's put it like this.
Building a PBN from a fresh website = Let's say $50, for articles, hosting, registration. Not to mention time and expenses on web 2.0s, articles, social signals, etc.
Building a PBN from a half decent RD20+ domain = $65.
So you have two choices here. Spending $50 and shittons of time to "build" your PBN site, or spending a few bucks more and actually get results, not to mention play it safe and spend time.
This is absolutely not even close.
And also, unless you have vast experience with SEO, building links to any PBN site is a catastrophic idea. The backlinks must simply be good enough, to be sustained by the domain. Meaning, you can't spam it as if you would spam a web 2.0 for example. Not to mention fresh domains. Thus, why not pointing links straight to the money site if they are that good?

OP, I agree with your point. It doesn't make any sense in using fresh domains for building PBN's. IMO, it is a waste of time and money. Instead of that you can use other techniques like social media engagement, Infographics submission & sharing, Q & A participation, etc..
