And what do you suggest for 2014 for then.. clearly tiered link building still works very well all you need is a good plan for it.

You can use short tail keywords and LSIs on tiers. The quality of your content ( uniqueness, readability ) will be different on your different tiers, the keywords can be the same.
Don't waste your long tail keywords you plan to target on your money site for lower tiers.
