The best tutorial for link building strategies by FAR is the BST section. I just choose a service, get me VA's to copy it (minus any PBN's) and I get rankings for cheaps

You can use short tail keywords and LSIs on tiers. The quality of your content ( uniqueness, readability ) will be different on your different tiers, the keywords can be the same.
Don't waste your long tail keywords you plan to target on your money site for lower tiers.
