High PR is more beneficial than PR0. IMHO I do not go below PR1 for a link directly pointing to my money site.

Aim for diversity, but point mostly PR1 and above as Tier 1 to your money site. As for Tier 2 you can lower the quality a little but just keep it all varied. It's worked for me anyway.
Less outbound links on the lower tiers will provide better juice to your money site.

Aim for PR3-5 sites, never use pr0 for tier1.

Yes make shure that the link pointing to your moneysite is High Quality!
You can find a PR 5 page with 500 outbound links and that link will still not be good quality!
I would rather have a PR 2 page with less then 10 outbound links instead of a PR 5 page that is already pointing to 200+ sites with links!

Other than high PR, look for a bookmarking site that has high engagement, like Reddit.

For the others. I think half of you didn't even read my question properly. I was asking for tier 2 links (backlinks for my tier 1) not money site. I guess I will have to roll with wiki/bookmark PR1+ as tier 2 links. Thanks for help
