No, you will be required to speak in the video a human voice no robotic if you can use a program to simulate a human voice that will work but have to sound human not robotic and the video is too short maybe won't count for watch time but for monetization with ads should work, I do not know if youtube will allow a short video to be monetized.

Lots of short video are being monetized with robotic voice, how they are doing ?

It can be monetised. Don't listen to those who tell you not. As long as you add value to your video, text to speech is fine.
People who say that it's not possible have either no clue or are lying to you.

Why not hire a REAL HUMAN voiceover artist on Fiverr to read your script for only $5?

Surely, OP can swing $5 per 10 minute video, right?

There are good speakers on Fiverr who will read a 1000 word script for only $5

Thanks for your hope, After long research i see many youtube channel created AI voice over video and monetized their channel.

No One selling 1000 words script reading video for $5 at fiverr, All are selling AI Voice over video, Which is similar to my video.
Also, i am looking for bulk video production.

Here's what I found with just a quick search : $5 for 1000 words HUMAN voice over. I 'm sure there are several others.

I didn’t use my words correctly. It can be monetized but Youtube might demonetize his channel at some point or not approve monetization at all. I don’t want to discourge OP tho but many people faced issues at some point using text to speech
