This user cannot create a live video! HELP

wasssup everyone! i have a little problem and cannot find any solution!
I wanted to start live facebook video stream and what i get is: ''This user cannot create a live video''
with my second FB account i can go live but with this not! WTF? anyone know solution? or fb have blocked access to my acc to that? some bullshit

never mind, looks like i got banned for i dont know what reason!
