My online file converter currently has a separate page for each file type permutation - for example:

myconverter.com/pdf-to-jpg
This allows me to provide a very contextual experience for the users if they search for "png to jpg" for example.
However, given the hundreds of permutations, the above may be considered thin content. So from an SEO purist point of view, it would be best to merge all of the above into one generic page:

myconverer.com/to-jpg
and have a title such as "Convert File to JPG" with a note explaining "accepts JPG, PNG, WEBP".
(1) provides a better landing experience than (2) - (perhaps 10/10 vs 8/10) but I am worried of future "thin content" penalties. What would you recommend?
