No, there is no Google sandbox, Google's John confirmed it.
With new websites, the thing you usually see is just rank transition patent. And even with that, there are ways to both skip the transition and dramatically reduce the delays.
As the simplest way to get out of this or never "get in" is to build a site, put all the content in it, make internal links, etc and just don't touch anything for ~4 months. YOu are from to make backlinks, but remember to keep velocity for those 4 months. If you built 100 links in the first month, don't build 0 next month, but at least 80. That patent means google is especially making your site bounce and it's checking what you are doing, if you are doing unnatural stuff, you will stay in that "sandbox" longer. So build your site, launch it, keep it steady, don't change anything and wait.
